There ARE rules about safety zones around large ships, and it IS a boater's responsibility to know those rules (just as it's a driver's responsibility to know the law, and just as pilots must know the FAR's).

The subject of that article is simply an idiot and I strongly suspect there is more to this story. My marina is just downriver of a very large Submarine plant, Ferry Terminal, commercial container ship pier, LNG station, and the Coast Guard. The Coast Guard, ferries, large ships, even cruise ships, and subs are in the river all the time. I've NEVER had anything like this happen.

I would strongly suspect that not only was the subject of the story completely oblivious to the rules, but I would go a bit further and guess that he was also doing something very stupid, like getting much too close or passing close at greater than headway speed.
