lets try this again, <br /><br />A use tax (per mile) vs. flat tax (by the gallon) guesses one would not be motivated to buy electric cars. Or efficient ones, or shut down idling motors. The fuel economy of diesels might be in jeopardy, could set back research on fuel cells

They say in place of the per gallon flat tax. Do you trust them? I do not.<br />You are correct it would not promote fuel efficiency.
