Between sept 01 and March 02, the government had more intel on the terrorist ring. They possibly know something the populace doesn't. Perhaps, by that time they came up with a more clever plan then their knee jerk reaction. Maybe?

Exactly what I thought. I don't begrudge them for making mistakes and modifying their focus. At the time it was discussed. If the focus of the war was UBL, then there would be a call to quit when we got him. If the real enemy was broader than UBL, then that would be a disaster. UBL was defocused as the primary enemy. You can bet your bottom dollar though that they do all they can to get him.
