Will this OMC 350 engine bolt up to this 280 Volvo Penta drive assuming all the pieces in between are there?

you will have to change the exhaust manifolds and elbows to VP manifolds and elbows

was the 280 from behind a V8?

BTW, the volvo drive wont fit that giant OMC hole in the transom if that is what you are thinking

But if I’m changing exhaust manifolds and elbows its probably not worth it.

Well to start:
1) keep in mind no matter what you do that transom will have to get rebuilt, no matter if you go to old style AQ Volvo, newer style SX Volvo, or Mercruiser. Volvo SX and Merc have the same transom cut out.
2) before doing anything, find out if you have people willing to work on old VP sterndrives where you are located. If no one will work on them, changing over is not going to really help you unless you intend to become your own mechanic.

Personally I'd use something more modern that you can easily get parts for and also something local mechanics will work on unless you intend to do it all yourself. I have an OMC Cobra so I totally get this....some parts are hard to find and its hard to find techs who will work on them....

what is the end goal?
The end goal is a cheap OMC replacement. But that boat is not happening so no worry. Also always trying to get up to speed on compatible conversions.
I’m also still contemplating my 19’ Sangster I/O conversion to Outboard with a pod.Transom needs to be repaired and beefed up. Need to confirm my motor mounts are solid and will support the transom knee braces. Pod which was made for houseboats would also need a few mods and I have a 20 “ shaft on 125hp motor but from what I’m reading would be better if it was 25”. So may have to go down the engine flip route.

reason I ask, the Y-pipe isnt there. that part may cost you as much as $500 to find. and transom shields from behind the 4-bangers do not have the extra idle relief holes.
