OMC Steering Problems

I have a 1986 3.0 OMC. The thing steers rather hard when turning to the left. Anybody have any idea where I should start checking??

at the dock? or only when on plane?

My '75 stringer is hard to turn one way (on plane) with the leg trimmed all the way in, but as I start trimming out the steering becomes even both directions. It steers fine at idle speeds.

tilt the outdrive all the way up and grease the swivel housing the grease fitting is inside that hole where the upper and lower units meet

1986 doesn't have a swivel housing
