Number one cylinder no spark while starting

I have a 1987 200 hp Johnson the number one cylinder does not spark while turning the key to start the engine but once the engine is running it seems to be sparking fine I found this issue while putting a timing light on it if I press the trigger of the timing light while trying turn the engine over with the spark plugs out number one has no spark but if I put all the plugs back in and start the engine the timing light then starts flashing if I move the timing to any of the other cylinders while trying to turn it over with the plugs out the timing light flashes please help I'm at a loss

swap a couple of the plugs and see of the problem moves, might just be a fouled plug making a weak spark.

Swapped power packs no spark issue moved to the other side replaced both power packs engine runs perfect thank you for the response
