no water from tell tale

i have an 20 hp mercury sn 8017834 and there is no water coming from the tell tale.
with the engine stopped and the flush pulg installed water comes out but when running nothing comes out .if i put my finger over the outlet hose i can feel it puffing air.
i had some water leaking from under the top spark plug and sealed it with knead-it so it dosent leak now also had water leaking out of a bolt on the left hand side -looking at the plugs. sealed that with silicone
motor runs well starts second or third time cold first time warm (pull start)
have pulled pump apart and impeller is good and all seals seem to be ok
dont know what to do

You need to show some Pics. You are a flirting with a melt down. knead-it/silicone?

have used both knead it (epoxy putty) and silicone on car engines for similar problems

hi sorry for delay have been busy but have replaced one gasket under top plate which stopped one leak that i usde knead it on
is side plate simple to replace ? where i sealed bolt with silicone to replace gasget nothing i need to watch out for?
have highlighted where water was leaking from
still no water from tell tale but now even if i put hose up intake pipe still nothing from tell tale, have replace 90 degree elbow at top with brass and new hose but still nothing
