No start

72 Johnson 25 hp that's got spark that'll jump 1/4" and compression 135 both cylinders but cant get to start or try with choke closed. But if I open the choke and pull the roller cam from link and sync away itll fire up for a bit... I've gone through the carb and fuel pump.. another thing the choke plate vibrates or flaps when closed so probably gonna need new springs... appreciate the help

Sort of sounds like it is flooding (too much gas). Choke butterfly is probably being pulled open by manifold vacuum. Normal to some extent, don't know to what extent you are seeing.

I got it running... I pulled the plugs and gave a few pulls but no fuel came out. I pulled the carb again and the float looked good but bowl was a little loose. I ended up having to turn the s/s needle in quite a bit tho... maybe my s/s is blown out a bit but needle looks good... gonna give another go at the 1 1/2 turns out again once I put the carb back on
