No start after cap change and wire hacks

Hi everyone, new guy here.. I’ll try my hardest to answer appropriately I’m still learning.
1. Engine year, make, type,model: 1998 ebbtide sport fish 195 with 4.3 v6 vortec and alpha one gen 2. Engine serial: OL076094

2. Type of outdrive: Merc alpha one gen 2

3. EXACTLY what it's doing wrong: I just bought the boat, it was neglected judging by the previous owners lack of knowledge on its maintenance schedule and the fact that it would barely start. I took a cheap gamble on it and it ran when it got to my house… after ordering and replacing : cap, rotor, plugs, wires and fuel filter I am getting no start issue. It started and would run for a min before stalling out before we touched anything now it barely farts or spits or pops if at all and will not run.

What I’ve done:
verified firing order numerous times
Checked stone fuel filter in carb
Checked fuel pump operation
Verified spark with a plug out
Noticed one of the two wires from shift interrupt switch is sitting disconnected behind the cap..
Also noticed the white/green from distributor rear is spliced into another wire.

To make matters worse we thought it might of just been low on fuel and I added probably 3 gallons today, by the time I got to the third gallon the filler neck sounded and gave me the impression it was almost full which I found odd and then I noticed my bilge had a steady stream of fuel running into it from the tanks location. Fuel was running out of a whole in the floor I assume is to allow water trapped in the boat out to the bilge area for draining.

Only thing I haven’t replaced is the distributor sensor which I have one coming Thursday. Not sure what else to do at this point, I intend on bypassing the leaking tank using an external tank in the rear until summers over.. easy enough to set up? I love the style of the boat and don’t want to throw it away, the rest of the boats in amazing shape… any guidance on this? Thank you

For it to start the shift interrupt needs to be hooked up. AND the little button in the shift plate must be out.

See ya learn something every minute… what is this little button you speak of? And I understand it needs to be Hooked up I’m just not sure to what lol should that wire from the interrupt go to the bottom of the distributor white/green wire?

No, that isn't right. It will start just fine with the switch disconnected

Now that the Bilge is full of Gasoline, I recommend that you refrain from doing anything in the boat that requires electricity, until it is removed and purged of all vapour.

Yes that’s a bomb you have there. You must deal with the fuel leak first!
