No power to F9.9 Yamaha

When I tried to start the engine would barely on not engage at all. I pull started the motor and it would only run a while with full chock and then quit. The servo did not seem strong, but pulled the motor most of the way up. When I got home I tried to lower the motor and there was no power to the starter or servo basically to the motor at this point. It seemed like a bad connection. I figured the ground was most logical so I cleaned the wires on the connection in the image assuming these were the ground wires. That didn't work. I still lean on the idea that there was a bad connection since it progressively got worse, but I don't know where. At this point I may have blown a fuse also since everything is completely dead. Any ideas?

those are bonding wires to help the sacrificial anodes protect all the motor parts.
check your battery voltage and all battery cables and connections.

Start with the batteries. How old are they and what condition are they in? If you have a digital voltmeter check the battery voltage then check it under load like while starting the motor then measure at the starter while starting the motor.

The batteries are old but producing the proper voltage. This is just my kicker motor. My F200 runs just fine. My major problem is knowing which wires to check. I need a good picture diagram showing what needs to be checked. I would take this to a shop, but they said that they couldn't work on it for a month and they want the boat in the shop until they can work on it. My boat sits all winter. I don't need it sitting during fishing season.

You can not visually follow and trace out the wires from the battery? Batteries can have voltage but under a load it drops way low.

I am getting 12.25 volts coming to the motor. I'm getting the same at the fuse box. The fuse is good. Where do I go from here? The ground connections look good but I will clean them up. I assume the picture is the ground connection. Like I said the batteries run my F200 so I am sure that this motor is getting plenty of voltage.

There are many, many, many different F9.9 models. F9.9's. F9.9A's. F9.9B's. F9.9F's

In 2017 there were three F9.9 models offered.

F9.9SMHB, F9.9LMHB and F9.9LEB.

They are not all wired the same. The data plate on the side of the motor provides the complete model and the complete engine ID.

12.25 in a lead acid battery is half charged. Suggest the battery be fully charged. 12.6/12.7 volts.

Yes, that is the battery ground cable connection point.

while you have the meter hooked up to the + and - of the battery feeding that motors starter (and at the starter connections themselves), turn the switch to start to see how far the voltages drop

There is no 2017 F9.9XPB.

Looks to me like you might have a T9.9XPB.

You have had some good instruction on how to check the voltage under load, and tracing heavy battery power wiring is not rocket science. Do as others have suggested take to someone who repairs these for a living. It could be as simple as a dead battery.

I'm getting voltage to the motor. Battery is good as it works for my F200. I would love to take it to a shop if I could find one that would work on it without requiring that it be in the shop for a month or more. This is way above my head, but I don't want to be without a boat during fishing season so I am going to see if I can find the problem.
