Firts determine if your rod snaps & other throttle parts have excesive play or not : This is very important for smooth throttle operation, no timing slag or hesitation throughout any throttle grip range. So you haven't been able to remove lower leg at this time ? Tomarrow will post some pics about correct timing 18horses, have a new one at shop.

Ok, cool. No I haven't been able to remove the lower unit.

Determinning throttle parts side play : Follow sequence :

1-Hold stopper advancer arm with your hand :
2-Move magneto plate sideways and check if all upper yellow * parts have excesive play, if with side play, specially left ones, change all 3.
3-Hold advancer arm again.
4-Move throttle grip back and forth, check lower yellow* parts if with excesive play, change all of them.
5-All these * parts are cheap if possible change all 7, grease well all sliding new parts before assembling back.
6-Check magneto timing to be as close to 35.0 mm.
7-Check lower rod to be as close to 40.5 mm.
8-If all throttle parts are ok and no need to change, free nut CCW from upper stopper A some mm back. While throttling grip, turn bolt CCW enough untill the magneto has traveled to right side. Crankcase mating line must match magneto 25? mark in straight line. Tight back nut.

Will need to check or adjust carb sycn too, lets be done with this part and then will send the other syc, Although the pic corresponds to a 30 HP, timing excersise is same for both 18/30 models, with just different rod values. You want to remove tail to check water pump related parts ? Squirt some penetrating product like W-40, twist lower unit sideways hard....

Do you know if there are more than 4 bolts and the shift linkage to disconnect in order to remove the lower unit?

Al least not on my 18 E2 motor, just gear linkage and 4 lower bolts. Have you removed power head from it's base ? if not, you have a seized drive shafft at lower crank shaft making it difficult for LU to drop...

You need a Wizard or Paul to chime in to point you in the right direction. Seems mid section is solded to LU

There is no room to get any kind of wedge between lower unit and mid section. Lower unit doesn't drop at all.

Don't know if it would be advisable to heat with torch both mating surfaces and bang with rubber mallet untill drops ? More than one should have experimented tricky problems of this nature to provide a precise answer...

You can also hang the motor "upside down" from the LU, and rap the WP area with a mallet to see if it separates enough to get a small pair of wedges into the gap. Patience is key, as you are probably dealing with salt and corrosion. It can take days.
