I live in Georgia. Title is required for boat and trailer here. Not motor. However in South Carolina, motors require a title also. With a bill of sale signed by the registered owner, I have been able to get a title for several boats. Once you start the paperwork, you should be good. Before I received my title, I kept copies of emails and correspondence between me and the DNR and that seemed to be enough when I was stopped at a boat ramp once. Fortunately, it's an entirely different experience than working with (or trying to work with) the DMV! I found the folks to be very helpful and friendly.
. . . Contact them or look on their website. Chances are the prior owner may need to get involved to obtain duplicate titles, and pass them onto you.
