Need mech advice on 13 hp mower

29 yr old craftsman was running fine, turned it off, when restarted it, no gov, it would have blown if I hadn't turned it off. Can a governor break inside the engine?

one of the weights could have come off in the engine, but the first thing I would do is check the linkage to make sure it moves freely, if it sticks Gumout all the piviot points and then try it.

I have checked the linkage & spring, the problem seems to be internal. I think it is time for "Last rites"
