Need lower unit help

Checked water pump and trying to put unit back together. for some reason my lower unit on 1983 35 hp evinrude won't go all the way up. Water line is in ok, though it was tough. First timer at doing this. Any tips guys? Thanks.

Sometimes you have to rotate the flywheel to line up the splines on the driveshaft with the splines in the crankshaft, did you try that?
