Need help adjusting fast idle lever

Hi guys I need some help, I have a 1987 mercury 45 HP with quicksilver's controller, the motor had a jet on it and I have recently switched it to a prop and o need to adjust the fast idle lever but can't seem to find out how to do it

Everything on my controller works fine except fast idle lever, I lift it up and it doesn't move linkage on motor at all
