Need advice on Mercury outboard

Hello everyone, I have a 2015 Merc 9.9 4 stroke engine, purchased new in winter of 2017. It has been just perfect until it sat a lot last year because of Covid lockdown. I got back to it last fall with new gas and sea foam, and started right up but will not idle properly. Tried again recently and it is some better but not normal. It will run if the choke is fully engaged, or if I disengage the gear shift control and increase the throttle. Either way, it is nowhere near a normal idle speed, and if I try to engage the gear it sputters and dies. Fuel has always been high test with added sea foam. Have checked fuel lines, filters etc.
I am a complete mechanical novice. Advice from neighbors at the marina is to add more sea foam, even ‘shock it’ with sea foam directly into the fuel filter and run it for at least an hour.

Any other thoughts would be appreciated.

Have the carb cleaned.

Remove, disassemble, clean passages, reassemble, install, adjust.
