Need a part identified

I have attached a picture that shows the sacrificial anodes from my boat. Mounted above them and to both sides are the parts in question. They are circled in Red. I would like to know what they are and what purpose they serve. Whatever the material is (appears to be silicone-like) it is falling apart and I don't know what steps I should take to repair or replace them or how critical they are.

That is the sensors for the Active Corrosion system. (Electronic devise to prevent electrolysis. Similar to Mercruisers Mercathode).
list price on it is $211.
