Mystery rubber gasket after lower unit installation.

I finished up installing a new water pump kit into the lower unit on my 1984 90hp.
The only glitch was finding a thick rubber gasket binding up the shift rod were it goes into the cover.
I pulled it out with a bicycle spoke but I have no idea where it goes. I really don't want to pull the lower unit off but....

Was jammed up in here on top of the shift rod.


And yes. I am shopping for a manual. I would have bought one at the dealer yesterday but he had nothing this old.
