Motor Surging at WOT

My boat seems to be running great but when you get up to WOT the motor begins to surge?? just a little then gets better, then worse, and vise versa ??

....could be a zillion little things adding up.
A COMPLETE tune up would be first in order followed by elimination of fuel restrictions and inadequate timing advance.

I have set the timing on my boat to 6 degrees advanced and it is runnning better, could it be related to fuel flow ?? i notice alot of air bubbles going through my inline fuel filter

Surging is a lean condition. Not enough fuel. I think you're on the right track with the fuel flow questions.

Could definitely be fuel flow. Adj the carb and change the filter.

Do the Air bubbles mean that there is a air leak in the line?? how do i make my mottor burn richer??
