Motor runs to high 93 200hp

i just finished riggng up my boat andthe motor ran fine before i put it on the boat. Now when i try to start the engine it just starts to scream and i have to cut it off. I have checked and made sure the throttle is all the way reecessed on the motor but it still does it and i dont know how to fix it ? It could be something in the wiring but i am not sure.

Something mechanical is the problem. It was fine before you put it on the boat. Check that the control lever moves to the idle stop. Check to make sure all plates are closed when it is in idle stop. Disconnect the throttle cable with the throttle arm all the way closed. Does it still run too fast? You may have fuel or air leaking into the engine. I have never seen an ignition system cause this type of problem, unless the flywheel key is sheared and the flywheel is out of proper position.
