motor not running correct

My 20HP mercury will start and run with throttle but will only idle with the prime button pulled out. i have cleaned carb (not rebuild) and fuel filter seems to be starving for gas what could be going on? before cleaning of carb it would not rev up at all just spit and sputtered.

Spraying Carb Cleaner into a Carb, only cleans the Choke and Throttle Plates and the top of the Discharge Nozzle
What year is this motor?
If the Choke/Primer system is the only way to keep the motor running, that likely means the Idle Fuel Passages are plugged, or there is the possibility of a small leak between the Carb and Intake. In either case, the carb needs to come off, disassembled and properly cleaned

the title say 1995. I did take the carb off took apart partially maybe i need to totally tear iut apart and clen all the jets. thanks for the help

Idle problems often occur in passages that plug up and aren't easily cleaned until the Area is exposed. A Serial # would come in handy to be able to view the correct Parts lists to see what the Carb looks like

Have you done a link and sync? Adjusted the low speed needle at all?

OD111018 is serial # but in another spot it does not have the leading O.

If your gonna take the carb apart, get a rebuild kit and do it right, a quick clean rarely works well. It will also give you the settings you will need to get started
