MFS9.8 4 stroke races when choke is off

I just bought this. With the choke on, it starts but idles a little high. When the choke is turned off, the motor races. I intend to clean the carb next. Any thoughts? See video. Thanks

As an afterthought, someone may have tweaked up the idle speed to mask what is likely a carburetor problem.
