Mercruiser part; what is it?

Gents,
Helping a friend put a 6.2 back in his boat and came across this part, I suspect it has something to do with one of the rear ground connections but not sure. Any help would be appreciated... Thank Bill

Holds spark plug wires (item 22) and is used with item 23 which is plastic. Mounts on ground stud bolt on the bell housing
