Mercruiser Outboard suddenly accelerates to full throttle

Even in neutral the 2000 Mercuriser outboard with 400 hrs accelerates to full throttle within 20 seconds or so of starting. Otherwise, she starts and runs perfectly. Any ideas?

I would start by checking the throttle assembly when this happens and see if the throttles are actually opening ( IE, the throttle cable somehow being pulled and opening up the carb throttle plates. )

UPDATE - I got to the bottom of the problem. I small piece of wire had broken loose and was jammed into the carburetor causing the acceleration. Thanks for the help. Much appreciated. Sam
