Mercruiser 3.0l carb linkage

Hey guys so far all of you have been so very helpful and I greatly appreciate it. Still having cold start problem and choke issue I have been able to adjust choke setting so that butterfly lays almost shut problem is when boat sits for week or so and is completely cooled the butterfly is still wide open never closes. I'm wondering if there is a problem with linkage
I can shut it by hand but is very tight and hard to close had the carb rebuilt about a year ago I don't know if the guy might have put it back together wrong any help or pics would be awesome thanks

Mercarb, or Rochester? Whichever it is should go closed when cold. I have seen some auto style carbs that require a pump or two of the throttle to allow the choke to close. Have you tried that? Or is the choke just sticky? If it is, take a look for anything that could restrict the linkage. If nothing is visible see if the butterfly will move freely. Does the choke open on it's own when you run the motor? If it's filthy rotten dirty you might get some results with carb cleaner spray, that doesn't work often though.
