I've acquired a 1979 Mariner 70 hp but it didn't have the controls. I've found several that I've been told will work but none of them have the same pin configuration as the plug on the motor. Can the pins on the control plug be moved?

no, normally the pins are molded into the connector, however you can probably get the correct engine side harness to match the controlls.
