Merc 9.9 Oil leak

I had my motor winterized in Nov..change oil and drain fuel system
yesterday I go out and work on my battery compartment and when I take off the tarp I got oil on it and on the lower part of the motor
we haven't had a hard winter and not a lot of freezing weather
Did the guys at the marine shop just forget to tighted all the nuts..
I am no auto / marine mechanic..paper pusher

Ayuh,... So where's the oil coming from,..??

Is this a 2-stroke or 4,..??

maybe a loose drain or fill plug or it was overfilled ?
