Do you have a serial number or maybe a year or actual model number of your 470?
There are also slave solenoids and starter solenoids on some models, so it's really important to know serial numbers.

The starter is new so I'm guessing the slave

What exactly is your problem? Are you just throwing parts at it in hopes of fixing something?
The Merc PN for the slave solenoid is 65057A 1. but what are you going to do if that doesn't fix your problem?
Might want to look at this thread http://forums.iboats.com/showthread.php?t=167035 and see if it helps find your problem, or maybe you have something else wrong.

has this engine been running recently?
if so good
if not is it seized?
if so remove all plugs and turn over by hand.
???????
were trying to see if its a mechanical fault or electrical.
is the battery fully charged?
a multi meter may be a good purchase to see if your faults electrical.
the slave solenoid is relativly cheap to throw at it and will eliminate that out of the equation but more info is required as we cannot see or hear any clicks or clunks.a second person may be required

sorry for the delay response. the previous owner said the boat ran fine last year he said when he was winterizing the boat that he put the new starter on the boat but it had a problem starting so he jumped the slave solenoid and the boat ran fine. i have not put the boat in the water to test to see if the solenoid is bad, he is my dads friend so i trust in what he says. he kept the boat in tip top shape,

Why would you go thru all that trouble to launch the boat to test the solenoid? Way too much work for nada. You need a wiring schematic for the engine... do you have one? We can attach one if not. also a test light or digital multi meter.

Using a DMM, test the wire to the solenoid from the ignition switch for power when you have the key turned to the start position, should have 12V while key is turned.

after test the solenoid we found out that the slave solenoid was bad, we got a new one and now the boat runs like a top thanks for all the help.
