Merc 350 with power steering issues

1980 Chris craft 253 Catalina with a 350 & pre alpha outdrive, old style transom plate with old style actuator. I can’t for the life of me narrow this down… I’ve got a working pump, brand new steering cable & helm, tight fittings all around, no air in the system, the pump is churning when I steer with engine running, actuator moving but it’s the heaviest steering I’ve felt in a long time… what am I missing ? Maybe the tube that the steering cable goes in to, then into the actuator maybe I have it threaded too far one way ? Maybe it just needs to be adjusted ? But even with steering cable, and drive disconnected, and a line disconnected, it’s still a struggle to move that ram even by hand down at the t plate area. Any help is appreciated. Now that I look at that photo I attached, I may have the spacing wrong on the tube, could that be it ? But it’s still a bear even by hand disconnected

with the actuator removed, does the drive turn easy with one finger on the outside?

did you orient the cable correctly for the pilot section of the actuator? see the manual.
