Every time I go to the Lake my voltmeter reads around 12 volts for the first approx 15 min. run time. Then it just jumps up to 14 volts and everything is fine. I confirmed it with my Fluke meter readings are the same. I keep the battery on a battery tender when not using the Boat.

Should I just buy an alternator or maybe have it rebuilt?

It has the Mando 55 amp alternator.

Thanks for any help

I take it you mean "volt meter" - not ammeter. Some of the older boats do actually have ammeters.... but if yours is reading 12v it will be a volt meter.

Anyway - I would suggest taking the alternator off and having it checked. Sounds like the regulator may be sticking?
