Merc 200hp idle exhaust boot ????

Hi guys , just going over my 1991 200hp merc and i notice on the spare parts list it shows a exhaust idle boot which should fit in the round idle exhaust port and go some where , question is I dont have one and there does not seem to be any where it would go to into , there are two half moons in the lower cowling halves but these are block by a plate which covers them where these allways fitted ?


any help would be great
