Merc 120 shift interrupt issue

I recently got my first boat with a merc 120 and alpha one Gen 1 outdrive. The interrupt does not hit even drive goes into/out of gear. It hits well after when the plates on the carb start moving. It is just a momentary blip like bb it odd supposed to be just at the wrong time. Tonight I plan on checking cable adjustment. Is there anything else I should look at?

the switch never operates on land, if it does the lower shift cable is bad
