merc 110 wont shift?

recently rebuilt my lower unit, when i had it in the vice i noticed it seemed like the cam might have been gettin jammed up on something or perhaps the cam follower was. i tapped the prop shaft and it seemed to free it up.

i mated the LU to the driveshaft housing and once again it wont shift.

i havnt filled the LU up with gear oil yet, do you think that might solve the problem or do i need to do a complete tear down again to see what the heck is goin on?
