Mariner 9.9 length

Picked up a 1995 mariner 9.9 2 stroke. The motor Measures just under 18 inches from where clamp bracket rests on top of transom down to cavitation plate. Is this considered a short or longshaft? Thank you

That is a short shaft 15". If it was a longshaft that measurement would be around 22"
