Mapping / charting software for Windows?

I am looking for software that will allow me to work with NOAA maps on my PC. I would like to be able to plan a route and then save the file to email to friends with my float plan, and also print out so I have a hard copy with me. Any suggestions?

I tried that one. It won't let me create an account - it keeps freezing on "Contacting Server".

Chart Navigator Viewer is free and you can download and view all the charts for Free from NOAA.
Basic Plotting/Charting functions are included.

You might also consider googling SeaClear. A good program and the price is right.
