Lund WC paint bubbling

I noticed the paint bubbling on the transom of my Lund. It’s an older boat but in great shape. I pushed on one of the raised spots and an almost jelly like substance came out. So strange. This is my beater boat and I am not to concerned but how do I prevent this from continuing and what’s going on?

that is galvanic corrosion.

those are holes thru the aluminum

did you change the transom and use treated lumber?
did you re-wire something and use the boat as ground?

No, I went to take at look at the transom because I got a new motor and noticed the bubbling. Nothing new done to it. It does have wooden seats? It’s been flipped over and resting on a raised wooden platform all winter.
