lower unit removal

i have a 1978 johnson 115 .i'm trying to remove the lower unit to change a bad impeller. took all the bolts out and i got it to drop 1inch but thats all it will move . what am i doing wrong?

I believe you have to undo the shift rod under the carb. Someone else will verify...

Shift linkage must be disconnected as far as I know.

look for a manual at your local library. I know on my 1969 85hp there is a electric shift cable that had to be disconnected.
