Lower unit leaking oil from weep hole.

All new seals in lower unit. None are leaking.
I tilted the motor all the way up last night.
The leak is from a weep hole top front lower unit. I remove the lower unit.
And the cove for the shifting. Under the cover in the middle there is a threaded hole 5/16 bolt hole. When i

This hole and the top weep are conneted.
Is this botton hole factery? Is it a damaged spot? No oil leaks from here with motor down.

That hole on the leading edge of the gearcase was put there to feed water pressure to a speedometer.----That hole under the cover should have a plug in it.----That hole was used to drill the passageway.
