Im currently installing a livewell in my boat. Im using an overflow with the tube that goes 3/4 up the tank. my question is does the thru hull need to be above the water line or will gravity keep the water from coming back into the livewell because the pipe is above water level? Thanks for any advice.

Every thru hull needs to be above the water line. The only thing below the water line should be a water pickup. I would not want a thru hull below the water line. If that thru hull breaks you will have major flooding.

If the thru hull can be above the water line AND below the bottom of the livewell, then that's a perfect setup. Whether or not it's above the waterline comes secondary to it being below the bottom of the tank. If it's not, water won't drain out. Period. If you have to put the overflow into the water (all mine were like that), make sure not to use plastic fittings and completely 5200 any hardware-to-hull bonding points. Double clamp all hoses.
