Leaking Primer Solenoid

I am having a similar issue with Johnson 115HP motor. I recently purchased this outboard and it is my first boat/outboard so forgive my ignorance. The motor was ran when I purchased it a week or two ago, and I have not been able to get it running since. Since then I have been trying to winterize it for storage this winter. It will crank and has spark but I also noticed that my primer solenoid was leaking fuel when I push in my key to start. When looking closer it appears that someone has rebuilt the primer solenoid and overtightened the bolts enough to break the plastic cap over the gasket. Now I have a rebuild kit on the way. It seems like a stupid question, forgive me, but could this be the sole reason that it will not run?

The primer solenoid's normal "run" position is closed. That means the red lever is parallel to the length of the the solenoid. The carbs are not affected that solenoid till you push in on the key. That pushing in on the key provides extra fuel (choke) for cold starting. That's normal. If the top is cracked or the lever is in the "service" position, the carbs could suck extra air/fuel into the carbs thru the choke hose barbs, causing the engine to run poorly. I'm not sure that it would prevent it from running, but it would not run normally. One thing, if the primer solenoid is not working, that engine (when cold) is a bear to get started with no choke. Repair that solenoid first, then use the normal choke/cold start procedure to see if you can get it running. That solenoid may be the reason it won't start, but may not be the reason it won't run.
