lack of fuel???

I have a 1991 Johnson 70HP. After running about 10 mins at 5500 RPM I noticed engine dropping RPM's slowing without me adjust throttle. So I quickly stopped and motor died. After several "almost cranks" and dies I checked the oil (which was pretty much empty). I was towed to a marina and put in a gallon of outboard oil. Someone at the landing suggested the plugs getting water on them. Check plugs...look good....But noticed someone installed the fuel filter backwards and flowing the wrong way. Took this off and couldn't blow through it at all. Finally did after popping my eardrum and reinstalled but still wont crank. Could this have clogged somewhere else? Is there a safety switch caused by the lack of oil I need to reset? HELP. Had this boat 2 days so dont know it yet. :)

There is no rest. Pump the blulb and see if it gets tight. Remember your fuel pump must be primed by the bulb its not strong enough to pull by itself.
