jw17 not pulling in water to cool engine

Hi all,
Im having a few problems with my outboard while im trying to sort out a running problem i have noticed that there is no water getting aroung the pistons and into the head,when i stripped this down it was caked in limescale inside and i cleaned it all out round the pistons and head. i had the head off to sort a problem out and whilst pulling it over i noticed there is no water what so ever coming out of the block......is this hard to fix and is there anywhere else i need to clean?

If it had that much crud, better work your way down through the supply tube from the impeller down to the pickup.
