I have a 1988 90 hp Johnson that I by passed the VRO, I went through the exact same problems you have. Motored around Half Moon Bay Harbor just fine, once outside the harbor at WOT 60 seconds died, boged, what ever. rebuilt carbs, new fuel pump new fuel lines, etc.. ended up draining my fuel tank and found a pickle jar full of water in my fuel. Problem solved
