Johnson 9.9hp starting problem

I just purchased 1979 Johnson sea horse 9.9hp motor. I got the
motor started by removing 1 spark plug and putting in a small
amount of gas. Motor ran great with plenty of power and idles
down nicely. I drained and flushed original tank and refilled with
fresh gas and oil. I used 32:1 mix is this correct? Started
motor again and ran my boat around lake for about 20 min
with no problems. I stopped the motor several times and
it would restart on first pull. After letting sit for a couple
of hours I could not get it restarted. I put some carb
cleaner in tank started as I mentioned earlier and ran
at various power levels for about 15 min with no problems.
Let is sit for several hours and again would not start,
I made sure tank vent was open and squeezed bulb till
firm but just would not start. Any suggestions on what
my problem is?

Correct mixture is 50:1. What's your starting procedure?

STARTING PROCEDURE:
shifter in neutral
open gas tank air valve a few turns
squeeze gas line bulb till feel pressure
pull out choke
set throttle to max allowed for neutral gear position
(although I tried several lower throttle positions with no luck)
pull hand starter

You should be squeezing until its hard. If that doesn't do it, it may be time to check your choke plates and make sure they're fully closing and/or clean out your carb and idle curcuits. Although, if it idles down nicely . . .
