Johnson 3 HP synchronization

I have a 1955 Johnson Model 3014 that is running good at high speed, but quits when I back off the throttle. I figured that it was the synchronization, but there is absolutely no mark on the throttle cam to set it by. Is there a different procedure for this engine?

Look on the turn plate. should be two notches. The throttle cam should not start opening intill cam is centered between marks. Sounds like low idle circuit is not operating properly. Might be looking at carb overhaul!

Carb has been rebuilt. I assume the turn plate is the stator. There are 2 timing marks on the stator, but the throttle cam follower doesn't even start to touch the throttle cam at that point.
