Johnson 25HP Carb question

I have a 1999 Johnson 25HP J25EEED. I am cleaning my carb and went on-line to check all the parts and saw this diagram. Part #4 is a welch (core) plug. On my carb, I have a screen in that spot (see blue arrow). Am I missing a welch plug? There is one on the inside of the carb on that side. The other side of the carb also has a screen, with no plug on the inside. I am confused. Please help. Youtube videos seem to show both ways on the outside.

It has sat in my front yard for the past 3 years. It was a covid project that I never finished. Starting up that project again to get running to sell it. The engine had some old gas in it and I wanted to clean it all out and connect to fresh fuel before I try to start it.
