johnson 140 v4 vro (1986 i think)

motor hasn't been started in at least 2 years. last time it was run it was run out of fuel. what all do i need to do before trying to run this motor?

thanks for teh tip. saw a lot of good info in there. sadly before i can start anything i gotta get teh guy to sign it over to me. the boat has been stored in my yard for two year while he is in WA state
