johnson 115 won't run over 3400 rpms

I've got a 1993 johnson 115 crossflow which max's out at 3400 rpm +/_. Not a prop issue, engine just max's out. Compression is good. It has a fairly new stator, timer base, and coils.It has a VRO pump, but I plugged intake and run pre-mix. Doesn't appear to be fuel related. Motor starts and runs good, just has no top end. Help is needed and greatly appreciated

You may be dropping a cylinder. Check the spark on each plugwire with an inductive timing light when the engine is under load.

check plugs to see if one looks different from the others.
