Is my hull bad? Replacing stringers and seeing lots of flex

So I decided to replace stringers and floor on my 16 foot skiff. Pretty simple and straightforward job. Today after cutting the stringers out I noticed that there’s a lot of flex when I’m walking around inside the boat. When I take a step you can see it flexing under the boat. Does this mean my hull is bad? Would like to know before going out and buying glass and epoxy. Thanks!!

The fiberglass is just a shell. The structure is provided by the stringers, deck and foam. You most likely need a transom as well

Indicates the hull wasn't properly supported before you removed the stringer
