Is my 1991 johnson 40 hp running hot?

Replaced impeller and cleaned and rebuilt carbs over the winter on my 1991 Johnson 40 hp (VRO disconnected running 50-1). Finally had a chance to put on the muffs and start it. Started 1st crank and idled real nice. Water coming out seemed real good for being on muffs. Idled it for 15 minutes. Stopped it. Restarted it and fired right up. Stopped again and accidentally choked it, think I flooded it, left it for 10 minutes and it restarted no problem. My concern is when I took the hood off the block seemed awfully hot. Only could touch it for a few seconds but had to remove fingers because it was too hot. Is this a normal heat range or should it be cooler to the touch. Thanks
